HIGGINS, Clay, a Representative from Louisiana; born in New Orleans, Orleans Parish, La., August 24, 1961; graduated from Covington High School, Covington, La.; attended Louisiana State University, Baton Rouge, La., 1979-1983, 1989-1990; United States Army; Louisiana Army National Guard; business manager; deputy sheriff, St. Landry Parish, La.; deputy marshal, Lafayette, La.; elected as a Republican to the One Hundred Fifteenth and to the four succeeding Congresses (January 3, 2017-present); one of the managers appointed by the House of Representatives in 2024 to conduct the impeachment proceedings of Alejandro N. Mayorkas, United States Secretary of Homeland Security.
